Therefore, the intellectual property right is not its major concern as well as standing against software piracy. Since their objectives and concerns are related to the objectives and concerns of the agent with the political power. As for the rule of law, states that no individual is above laws which are clearly specified, commonly understood, and enforced fairly, which are improved and regulated by the parliament.
